Approach to Evaluation

Evaluation is oriented towards the goal of truth.  Much of evaluation requires careful measurment and quantitative analysis.  It also involves social, organizational and communication skills. When we conduct evaluation for a client, the context, needs, aspirations and organizational focus of the client establish the terms and conditions of the evaluation work.

  To this we bring the code of ethics of of the disciplines that a particular evaluation or set of evaluations draw upon.  These include a commitment to relationships, independent analysis, respect for Nature, sustainability and concern for respecting the interests of all parties, including to the extent possible for parties who participate in and/or who are affected by the work. 

What is evaluated can be a program, a policy, a rate or a fundamental reform or project such as a microgrid.  The type and design of specific evaluations depend on the goals of the reforms, projects and/or programs to be evaluated.  It is the client's role to specify the goals, although we can help in a process of interaction.  In addition to the goal of truth, we try to develop actionable results.

The design for a microgrid project evaluation is different from the design of an energy efficiency program evaluation.  A market evalaution is different in design from either a program evaluation or a market transformation evaluation.  Decoupling evaluations, rate evaluations, policy evaluations and social program evaluations all require special designs.  Sometimes the design of an evaluation is specified by a legislature and the evaluation conforms to legislative requirements.  And, evaluation from a climate adaptation perspective results in a different design than an evaluation that does not take locality specific climate change into account.  If the goal of a reform is "going to scale" and using market forces rather than planning and administration, the appropriate design of evaluation is different.  Sometimes a reform may require large-scale data analytics rather than a program type of evaluation.  However, a constant in all evaluation work is the need for due diligence, accuracy and the goal of truth.
